I'm aquarius girl , i've been dating with scorpio guy for many years. I'm not sure what he thinking about me. He's on and off. So i met another guy. Libra guy , we just talking as a friend but i think i like him a lot.

Move on = you can do better. He doesn't see himself in a relationship.
Tarot aside, if you've been with someone for many years and still don't know where you are at, move on.
"On and off" is a big red flag to me. I've only done it with my very first boyfriend and never again. The attraction was there, yet both of us were young and wanted to get to know more people (and ourselves) before committing to something serious. Looking backwards, I would relegate this relationship to a FWB.
Tarot tells you the judgement day has come and the decision you'll be making will be a good one. Luck is on your side. It does not tell you what the decision is, though. It is your call.
