There are different sects of Islam, so it is possible that it's legal in some countries, and illegal in others.

The sun's placement kind of "colors" it, y'know give it the influence of the house's sign, for example-I have my Scorpio sun in the first house, and my Capricorn moon in the third, so even though I'm supposed to be serious and quiet and stuff, I'm immature, loud, etc...
