Do you think scorpios are empaths?

I've known some that don't seem to be at all.
I think it burns a hole in your psyche to function on that level too much. It's better to have control over it - to be able to shut it off fast. It can make a person feel crazy if they're around a crazy person, for example, which is fine if that just functions as an alert that the other person is insane so you know to avoid them, but you have to turn it off ASAP or that will make you feel very sick and be weakening and create second-guessing (thinking their state is your own).

None that I've met have appeared empathetic.

I think some Pisces are. Pisces Mercury also..
It is full chart and points that bring out that energy more... I am an Aries but with a heave Scorpio and Pisces points. I am very empathic.

I think if any sign were capable it'd be a water sign, and out of them all, probably scorpios. Maybe Pisces?

Everyone has the ability to be honestly. Apparently for water dominant people (of any basic sign) this comes more naturally.
Not all scorpios are empaths to answer your question. It's a trait scorpios are more prone to have. I wouldn't say Libras are all diplomatic, they could be, that doesn't mean they have done the inner work for that to be a truth. Same thing really.

None that I've met. As a matter of fact the few I do know are too self centered to be empaths.

Everyone is deeply emphatic far beyond our conscious understanding. Not just to other peoples energy's but to the energy's of nature and everything around us. pay attention to how being outside in nature makes you feel. you will be pleasantly surprised
If a water person doesn't "seem" to be empathic it's likely because they learned to ignore their intuition when they were young for whatever reason. Maybe the signals were overwhelming or maybe an adult or another child chastised them or told them what they were psychically tuned in to was all in their imagination, etc.
