Writers who create characters think of EVERY single detail. They may not be into astrology, but don't just pluck Feb 19th out of thin air. It was more than likely based on the birthdate of someone in real life who mirrored Batman's persona. If Feb 19th is his birthdate, then Feb 19th is his official birthdate.
