generally it is considered that the sun is our ego, the things that we want while the moon is our subconscious being, the thing that we really are, so what you describe makes sense, Leo moon energy is more leo than leo sun.

I’m a huge F1 fan and racing fan and wanted to look up the signs of all the drivers and have seen a pattern that almost all of them have a Cardinal sign in their Sun or Moon. A lot of times both. Here is what I found. (Sun/Moon)
