According to the Sabian Assembly, the planet (or whatever body) of oriental appearance is part of the sixth (of fifteen points) most important factor in horoscope interpretation. They define it as the "special represenative of the will," or the career taken as the embodiment of the specialized activity of the will in this life. A planet is said to be oriental of the Sun when it rises and sets before the Sun; occidental of the Sun, when it rises and sets after the Sun. Oriental planets are doryphory and seens as "attendants, bodyguards, or a kind of John the Baptist figures to the Sun."
This planet or body represents the first part of ourselves we use to interact with the world and collect information to integrate into our Sun. The ancients considered it a vocational indicator, leading the Sun to its true expression. For example, in the chart of the USA, with its incredible military history, has Mars as its planet of oriental appearance.
Bottom line, from cusp of tenth house westward to fourth is occidental. The opposite half is oriental. The planet which rises before the sun in a clockwise direction is your 'planet of oriental appearance,' 'spearbearer planet,' or 'scout planet'.
Brief rundown of each possible planet of oriental appearance:
Moon - The native is at ease in public, and he or she may have a distinct destiny to connect to the public in some way. The nature is naturally empathetic.
Mercury - The native is likely to develop a particular skill or technique that serves the purpose of his or her life.
Venus - The native succeeds by the force of charm or personality or by his or her appearance.
Mars - This person needs to be in the middle of the action. He or she fights for what is seen as right or worthwhile. A competitive drive may be emphasized.
Jupiter - This person knows how to self-promote, and everything he or she does will have a characteristic 'bigness' to it.
Saturn - The individual learns duty, obligation and responsibility early in life, and emerges a paragon of mature, responsible behavior. Father issues may drive the individual in some way.
Uranus - The native's unique life style is a model for what's possible for the rest of us. These people are seldom predictable, but they may be very inventive.
Neptune - The native carries idealism into his or her life. The essence is inherently spiritual.
Pluto - This individual is out to change the world, and will have an overriding mission in life which has 'life or death' importance.
Chiron - individual is drawn to the untrod path, led by the urge to find passageways, doorways, bridges. There is an acute awareness of the woundedness around them, which leads to the urge to heal, or teach, or guide, or lead the way towards self-sufficiency. There is a maverick quality to the way the person handles day to day efforts.

@Wasis: Yes, it begins where the planet of oriental appearance begins, which is right before your Sun...so counting backwards/in a clock-wise direction from your Sun would give you your oriental planets/houses

Oriental Planet in the Third House. Here the Skill Symbol may be used for accumulating or dispensing knowledge, and you may be more a general practitioner than a specialist. At times you may do well to remember that knowledge and information in themselves have no absolute value. Indeed, data and knowledge can produce destructive results when exploited by a mind lacking compassion and a broad frame of reference.
