Question About Natal Charts in General (Degrees)

I just have a question. I don't really get the whole 'degrees' thing in a natal chart. Below is my chart. Let's pick 'Sun in Capricorn 11.09 degrees.' What does that mean? You're closer to being a Capricorn? Or Capricorn is more 'dominant'?
