That list is too based on typical astrological definitions of the particular elements and signs under consideration. By astrology's general descriptions though I'd say it's pretty accurate.

Fire element- Probably the worst villains and the first that would get killed in any instance. Very upfront with their vendettas with the hero and make their existence widely known to others. Though very vile and hateful in nature, they would be more likely to honor their part of an agreement to trade, sell, or give back.
Air element- Crazy mofos, next on the list with Water signs. These guys must be freaking sadists or some shit like that. Revolver Ocelot is prime example of a Gemini who enjoys torturing people and is finding new ways to cause as much pain as possible but keep their victim alive. Very good interrogators when it comes to getting information. Very well at betraying their subjects and having them think otherwise. Very well at intimidating the hero in any case when it comes to talking trash and delivering the most powerful attacks. I would definitely be scared of them if I was captured and tortured.
Earth signs- Whenever I think about an Earth sign villain I think of Lex Luther, Bernhodlt Fubar (Attack on Titan), and maybe someone like Doc Connor( Spider-Man, even though he didn't know what was happening). Very subtle in their approach to villainy, I imagine them as being the head of a corporation. Putting on a face to the public, but behind closed doors, they are some of the most challenging to take on. They would likely hire Hitmen and Mercenaries to take out the hero in any story with the necessary funds to do so. Most of their attempts would fall to take out just the hero themselves and not anyone else. Though, if another party did step into the feud they would be likely to be killed as well, and maybe just as bad as the hero. Though the foreign party would receive a warning first before being taken out.
Water signs- Be scared! They are way more crazier than Air signs when it comes to murder. Though their villainy would be much more related to personal vendettas and vengeance than doing it for fun. Though their vengeance's would fall to consuming everyone around them as well. If they hold someone hostage, they'll kill them anyway. They hand you back your girlfriend (shot in the back!), They do a drug deal (Kill everyone their and take the drugs and money). I like them individually, but no deals. Craziest one might be either Pisces or Scorpio, but either way. When it comes to Water signed villains, these guys take the gold.
