move on for now. he's told you he cant make you his girlfriend. if you are ok with the current status of things then stay and see how things go, but i dont think you will be happy. he is not going to make you a priority while his life is s crazy for him, which is what you sound like you want/need from him. you are going out of your way to be supportive and meet his needs, you should not have yours ignored. it will continue to hurt when you dont get the attention you feel you need and deserve and that can build resentment. hopefully he can get his stuff together while you continue living your life and your paths cross again at better times maybe...
