Do Cancer Men Like a woman to come on to them?

Hi guys, I'm an aqua, starting to build up a lust for this Cancer man. He's very near the Leo cusp as well. Anyway I haven't seen him in nearly 2 years and I only actually met him once before but I'm starting to think about him alot and I'm wondering if I end up meeting him again should I make it clear that I like him straight away and if so, should I come on to him or should I wait for him to make the first move?
