It sounds like he doesn't want to get involved because he'll be going away to college in 3 weeks and probably wants to keep his options open. This is why you shouldn't get all worked up over a guy when you've only been in contact actively for a month or so. Way too early to be asking "where's it going" or "how does he really feel about me." For the short term, stop texting him. See if he reaches out to you and please, keep your options open. LTR are very hard to sustain and he'll be partying and getting drunk with a lot of good looking girls.

I agree with Este8, it's not that he don't like you. It's just he's busy getting stuff together for college since he is leaving. He probably got caught up in that. Because, believe me, registration for college is bitch lol. But you'll probably do better with someone closer in your city. Just give him a few days to contact you. He knews you like him, but make sure his actions go with his words. Remember, he's not the only fish in the sea. If it's meant to be, you two will survive. So give it time & see what actions he does.
