Gemini Help!

Well they didn't lie when they said that Libra and Gemini are the best match for each other!
First of all, I'm not the kind of girl to "make the first move" in fact I kind of play "hard to get" but this time I WANT to because I seriously can't be patient this time...
I have been interested in this Gemini guy for quite awhile now and he has shown multiple signs of interest as well. For example he is always complimenting me, calling me beautiful and a bunch of other sweet things, and he says he wants to hang out with me soon. There is just one little problem though. He is a very outdoorsy kind of guy (which I adore because I'm the same way), but he doesn't seem to text much because he is always out doing something (which is perfectly fine with me because I'm always busy too) but when we do get the chance to talk it is fun and there is definitely chemistry there between us. So I guess what I'm asking is, is it alright for me to make the first move sometimes? I normally don't, but the way we connect is great, and I know he sees it too by the way he talks to me. He seems kind of shy at times, so I'm wondering if maybe he's waiting on me to kind of "step up to the plate", but it's hard to tell. I've often wondered if maybe he just wants to be friends, but the things he has said to me have made me second guess that.
We could be the perfect couple if we just gave it a shot, but we can't keep playing this little "tug of war" game with each other. Somebody's gotta make the first move at some point...and right now that someone looks like it might have to be me...

You want this to be a situation in which he decides that he wants you (this can be a lengthy process) and is willing to work to get you, not one in which he obliges you by hanging with you, while also obliging any number of other females who also want to hang.
