Well it's only been one date, so don't get too excited that the Leo didn't jump your bones just yet. This is barely "restraint" on the Leo's part (or any guy for that matter). It IS a good sign that he kissed you back though. It shows he is confident enough to kiss you on the lips instead of the cheek.
Also ANY guy will be fine with a woman going for the first kiss. It makes it a LOT easier for him to read her, which for some guys can be tricky on the first date. There's nothing wrong with this. We Leos are completely fine with someone being confident enough to take the reigns. It shows that the person is direct, which we like (even crave).
I also agree with @bittercupcake, give yourself a few months (at least 3) to get to know this guy. It typically takes people 3 months for people to show who they really are. Take your time and don't get too caught up on the little stuff.
