How do Libras let you know when

something you do or say annoys them? (in the context of a relationship)
Mine has never said anything I did made him mad or annoyed him, which I find hard to believe after 9 months or so. We get along great, I am not looking for problems, just would want to correct it.
I have seen him get VERY annoyed with other people, and react sarcastically to them, which he has never done to me. Just curious.

When annoyed sarcasm comes out big time, for me. But we're such softies when it comes to being upfront with these matters of the heart. lol
We dont get much annoyed when we know why a person behaves so. If its an earth born, we get annoyed even when we know why they did what they did. But for an air or fire group, this is very very less. Unless for a leo male who is trying to seek attention or start controlling than saying something productive. We hardly get irritated by others. We can really get angry with a gemini when they keep playing even after our continues warning. else normally its peaceful.
Best way to know is to ask him directly. He can get all playful and tell you that you are a cookiemonster and he has been suffering all these while.

I'm a Taurus and I've just learned to ignore his views on Earth signs. He's not a very open-minded, balanced Libra, that's for sure.

you got it all wrong once again. What made you think am from singapore and I am following some silly religious ideologies? now you see why i said what i said about earth people. All sorts of funny assumptions.
The issue with earth sign is simple - a total materialistic life style and shallow minded thoughts. There are no two different realities, though it can have multiple perspectives. Now what you or other earth people consider "open minded" or "fair minded" itself is quite different from air view of open minded behavior.
In todays world, people are more focussed on chasing what they want and thats exactly what am trying not to encourage in terms of relationships.
You like a libra - well and good. But what makes you think it will work out perfectly to the advantage and happiness of both parties? We have more than enough examples which says it fails in the long run. And bcoz libra have a nature to adapt on to others character, the libra will manipulate his/her original character, tastes, methods, ideologies and everything to fit a cappy or virgo or taurus into life thereby bringing a kind of frustration or unhappiness into their life. Now if you are sensible enuf to understand what i just said, and really care for the other person, you will have to aim for the happiness of the other person as well. Which means you will not attempt to build a relationship with a libra which might leave him/her broken or unhappy in the long run. Now thats a fair view from me. Bcoz of whatever I type here to satisfy your requirements, I dont want a libra to get hurt in future. If i try to give positive response to you all when there isnt any, I am being unfair to the libra in question by motivating you.
