Yes, but it depends on who gave it. If i dont like a gift and its from someone i really like, i keep it and just glare at it in disgust, lol. But i keep it. I exchange gifts i dont like given by other ppl (co-workers, etc). I once got a breast pump from a girl i used to work with, didnt wanna be associated with it so i gave it to my best friend on her baby-shower. I probably wouldnt care if a person exchanged what i gave them, but then again it depends on who it is. Usually i stalk ppl before i buy them things, get to know what they like, etc.

In the UK as well.
Still a bit pricey for a candle tho

I was bought a beautiful necklace, however the pendant was large and more dress. I exchanged the pendant for something I could wear all the time. I asked if he minded first and feel it is better than having it sit on my tree most of it's time. I don't generally exchange but with an expensive gift, I prefer to get use from it. He seems fine with it.

I would have no problem with others exchanging that I have bought, in fact, I go half crazy looking for the perfect gift and normally nail it but not with my SO....he is so hard to buy for as he really doesn't want for much. Most of the gifts I have bought him don't really get used and I would actually have preferred he exchange for something he wants or prefers.
