I've moved around a lot cross country and I'd say 2nd option would work best (if I were you) for the for two years as it'll keep you away from depression unless noise makes you depressed. Then when you get used to the new state, move to option 1.
I'd love to live in either of those places!! Nice options.

Option 1 is impractical. A 1 hour commute every day is very taxing. And with traffic your commute could double.
Option 2- Did you say vermin? I don't do mice. And heed the complaints about management.
If these are your only two options let's be honest, option 2 is the best. Pay more to live closer, it's worth it.

I also would have problems deciding, I would want option 1. But I know I would need option 2.
Option 1 offers focus and serenity to balance yourself.
Option 2 offers energy and dynamic to keep the fire going.

I think you might want to contemplate on this of what you said.

and therefore, I personally suggest, option 2, at least there would be more chance to feel people's presence. Very hectic though, which may overwhelm you, I assume.
But idk fpr the case of coping with weather, I heard LA is hot and winter isn't so severe, Idk about philadelphia.

If you're an introvert - option 1 can be an awesome antidepressant! ?
Even something as simple as some morning or late night walks out into the nature - can have some beneficial effect on your state of mind. You can also place a blanket on the ground and read a book or simply relax. ? As you pointed out - rural areas are usually more quite too. ?
If you're an extrovert - you might have better luck with option 2 - cause you'll find plenty of people to interact with (: maybe play a game of pool once in awhile, have a swim and so on...) Not such a good place for study tho (for obvious reasons). As an introvert - the 2nd option can actually make you more depressed (more stressed out). Though, in the right company (if you find some good friends) - beyond stress - you might have more fun. It goes with the territory (or else it will drive you mad).

I'm a little worried that I'm going to get lonely and fall into depression.
Especially with the weather and all.
My plan to prevent this is to join a lot of clubs and organizations on campus
but also make sure my living accommodations are on point.
Help me chose between
Option 1 -
pros-
nature
clean aesthetic
quiet ( important for studying)
more space - aka room for my homebrew operations as I'm learning to make my own craft beer
cons-
not practical because of 1 hour commute time
rural
possible issues with racism? I've heard stories about rural areas in PA that were a little unnerving.
option 2-
pros- this place has everything.
including covered parking for my car
fully furnished
the right exercise equipment
business center with iMacs and free printing
etc
it's pretty much a cross between a dorm and a luxury apartment
cons-
-it's expenisve - $ 2-300 more in rent
-I've read many reviews complaining about management and other things
-possibly vermin?
-as well as noise issues...as there are a lot of young undergrad students partying at all hours
and thin walls
-the building is also poorly/cheaply constructed even though it doesn't look like it in pics
-large building ...which means there is a lot of people...i don't like crowds
