Techies, help?

Guessing this is a failed hard drive, but im not tech-savvy. I think I can reinstall the os on a new hd and go from there, but diagnosing is beyond me. So its loads the dell logo and quits. Wont load bios either, but it tries.. Its loads the first two sentences and then stops, when you hit f2. Doesnt give you any options to do anything. Still the hd, or have I got more wrong than that?
