Has pisces moved on?

Hi there
I was seeing a pisces for two months. He was well devoted and made me the happiest girl in the world. It was perfect ! Just recently for a month now he has been less in touch with me and his excuse are he us busy with uni and work. He is not financially doing great just now so I'm aware he is busy but he plans to meet up with me but never made it happen . Only met him once last month . So I was annoyed and he said he first think we will work and it's not fair on me. But he still insisted we be in touch! However in less than two weeks I've noticed he has been really friendly with a girl that he works with! I just wonder if they fall in and out of love easy ??? Cause he said I'm the greatest girl he has been with and I know that !
I'm an Aries sun and Aries venus and he is pisces sun and pisces venus.
Also , I'm away abroad and he knew that and agreed that we should do long distance but he doesn't even seem to have time for me now , how is he gona make it work ? I just think it's all talk and no action ! Pretty upset and i want to move on and go away ! Just think it's unfair he made all the fairy tale about me and him , and finished it off cause he has no time for relationship ?
