Lioness about to tangle with a Shark AGAIN~advice

Okay, so this is my first post, and I have been lurking for about a year. I am a female Leo with an obsessive past with fish men. There I said it. Actually, I have had one very sexy, year-long exclusive relationship with a fish. I cannot resist their eyes or their touch. Their astro-dreamy sense.....stupifies me. Whatever.
I turn to this board because it has been a wealth of info. for me thus far.
SO....FISH MEN, ideally of the age 25 to 35.......can you help?
A fish-man of age 30, instantly shows interest in me, via wide-eyed listening/question-asking/general flirting and side-ways (mumbled)comments about love and what-not. He takes no action to bump-up the potential "relationship".
Cut to...strong leo woman finally suggesting an "outing" of the most casual kind, which he widely grins to and agrees. He then cancels, AT THE LAST MINUTE and wants to "postpone". "postponement" leads to further "postponement". Several phonecalls follow where he continues to make further promise of meeting, with no real date/time being stated.
SUPPOSEDLY, we are to "MEET" tomorrow night at a concert, but he DID leave himself an "out", so I guess I'm just suppose to wait and see if he shows up? My general sensibility says "he is not interested"
QUESTION: Is this what it seems OR, perhaps, a common "trait" with fish men (generally speaking of course)? AND....If he is "just trying to let me down"....WHY ALL THE FLIRTING!!!!!!!!!!!!!!

woman hes playing you with 2 possible outcomes
1)he leaves you at the concert content with the idea that he could have bedded you
or
2) he will bed you and all these irrational actions were to make you want him even more
to answer your question properly no its not a common trait among pisces men just the players. he isnt "trying to let you down", i think, just make you want him more. this irration behavivior makes you want him. and he is capitalising on that opportunity

Hey, so really, thanks for the input. Very interesting things to cosider. I think I'm too old for "cat and mouse". I wish this type would realize that the "playa" thing is P-L-A-Y-E-D.
He did show up by the way and oddly enough, I found the previous flake-atude to effect MY actions during the evening. I was a bit cool, without meaning to be. Oh well, he probably likes that. Little mouse.

As a Pisces male I can agree with the flirting. We do enjoy to flirt. Its a way to see if she likes my sense of humor. But i fI flirt it means I do have a certain amnt of interest in you. The whole point of flirting is to get her to like and want you. Silence...yes Im most silent when Im barraged with questions. I like to have peace not someone yacking away all the time. But when my partner who was a Leo a while ago was silent Id supply most of the conversation. She like to hear me talk. Never knew if that was BS or not. LOL....and a Leo female will make a Pisces guy go crazy in bed.
