Is this libra actually interested or playing hard to get?

So been talking to this libra guy for about 3 weeks, almost every day, we had met in a class last semester in college, but then I ended up messaging him to say we should hang out sometime over summer, at first he seemed to blow me off completely. But I asked a couple more times just to see, and then we started talking, we would mostly Snapchat but when I did give him my number we started to have a few really deep conversations, I was caught off guard with how easy it was to talk to him. I just got out of a long relationship about a month ago so I thought maybe he was kind of worried about that. Idk. I told him I wasn't looking for anything super serious and then he started blowing me off when I finally did try to hang out with him. Anyway, yesterday I finally got to hang out with him, he picked me up and had a friend with him, we spent most of the night all 3 of us, but it was kind of a relief for me because I was nervous, and it made it easier to keep the conversation going consistently. But at the end of the night when he dropped me off we got to my house, he said "I'll walk you to the door" and I was shocked. Then he walked me up to the door and just gave me a hug as I said "thanks for picking me up" and he said "ya no problem" but I was kind of confused why he didn't try to kiss me? Maybe he was nervous too? Or trying to be a gentleman, but he still doesn't really snap me first now, so Idk if it's just an act or him playing hard to get? He did say "We can hang out again soon, without my friend" but hasn't made any concrete plans? I'm also a Sagittarius so I know we're supposed to work well together, but idk what his intentions are?
