Was he teasing or just being friendly?

I was talking to this guy I like recently when I bumped into him, he's a saggy. I started teasing him about the way he said the word 'wine'. He responded by smiling and sort of laughing and said 'ah ya twat', but didn't look at me.
I was a little shocked, but politely said jokingly 'how rude'. He continued smiling and sort of laughing, didn't look at me, but blew a kiss with his lips, still not looking at me.
Was he flirting and teasing me, or was he just messing around and treating me like a mate only?

I dont bump into him that often when he's at work and only get to speak for a short period but when I do he just confuses me!

He's never blown a kiss before towards me, and I never get to see him around other girls, so can't really say.

I had a short thing with him about 7 months ago, but he broke it off as he said he has too much going on in his life to concentrate on so didn't feel ready for a relationship yet.
I bump into him occasionally for short periods, but he blows hot and cold, sometimes seems quite flirty, very animated and shows off trying doing silly things to make me laugh, wants to talk about anything and everything, other times no so much, and seems shy which confuses me!
