a little confused about scorpio man

I was with a scorpio for two years and we broke because he wasn't ready for what i was ready for. That was a year agao,w ell he started contacting me again and bascially I ignored him for months because he handled things really badly with me . Well long story short we have been talking some and he tells me he is still in love with me but isn't ready to just jump back into a relatonship. I'm just wondering how to handle this ? I want him in my life but I don't know if I can do just the friend thing. I have never had someone say there were still in love but didn't want a commitment. Just confused... please help, first experience with a Scorpio man.

I guess it would be hard to think about him dating other people which he would have every right since we are not in a relationship.

I did tell him what I wanted and he said that he thinks that we need to build a foundation again that jumping right back in would be a mistake. I know that trust is huge for them but I don't know if he is just trying to have his cake and eat it too.
