Can a young Scorpio man love so deeply and so quickly, esp an older woman?

I met a Scorpio man online 2 months ago and we've been chatting twice a day. We exchanged a pic in the beginning and did a video chat. After a few days of chatting he said he was seriously interested in me and to think about him for marriage. He said this had not happened to him before, but that he can actually feel me when we chat, Normally I wouldn't buy this, but I've read that some Scorpios have this ability. He said he doesn't care about my face, body or age. He said what he loves is my sincerity and honesty. He says he can bear anything but not lies and cheating. I happen to be someone who can't lie and I've always been direct and truthful with him even when I knew it might upset him.
After a month of chatting he was certain about his feelings and said he decided he wants to marry me. He said he can sense that I love him too but does not understand why I'm not saying it. I know I would love him once I've confirmed that he's sincere but I have to meet him to read him. I don't trust easily. I'm quite aware of games that people play online, especially overseas men who marry for a visa.
When I'm skeptical and try to back out he seems genuinely hurt and thinks maybe I lied to him. At that moment I feel his sincerity strongly and feel bad for going back and forth on him. He says that I don't understand that what he loves and wants is my soul. He says he can't go back and cannot bear it, but says to leave him if I don't want him. From the very beginning he said he's afraid of loving someone and then they leave, and asked me to be honest about how I felt and whether I wanted him. Whenever I felt strongly that he was genuine, I indicated that yes. This made him express stronger and with more certainty that he loved me.
I know that if he's sincere, my distrust or pulling away will deeply hurt him, and I would have lost someone who could have been a perfect match for me. Last time I showed distrust and thought we should end it, he told me how he felt and said goodbye. It felt like I didn't deserve his love, and I quickly apologized and was sincere about it. I can't do that again and expect that he will stay.
Is it possible that a Scorpio can love someone based on just honesty and sincerity by only chatting with them? What means loving or wanting someone's soul? i read that some people who scam others have said stuff like this. But I also read that when a Scorpio loves, they want their partner's mind, body, and soul.
I feel like a pendulum, swaying between feeling I can completely trust him and am ready to love him, and feeling that it's so obviously a hoax and i should cut him lose. If I have to cut him lose, how do I best do that without hurting him? Its hurts to think I may be wrong because it would affecting his ability to openly love or trust this way again.
Would anyone know whether my Venus and Mars in Gemini could be a compatibility issue with a Scorpio?

No, I do not think it is possible to really love someone you have never met before and spent quality time with them. You or they may think its love but it is not. It is just words at this stage. I'm not saying he doesn't feel strongly for you but I think it's good to get things into perspective.
He has a Virgo moon. I doubt he's able to form such a deep attachment so soon. Virgo moon tends to be exceptionally picky and often take a long time to date. My sister is one, she's 40, until recently she'd been single forever! A few others I know are all similar.
I don't know much about Venus in Libra. Mine is in Scorpio. I don't think I connect with Venus Gemini placements. They feel like aliens to me, from another planet, speaking another language! That might be different for Libra Venus.

So there's a huge age gap, you haven't met in person and you can not give him children (have you even asked if he wants children?) and you're only question is if your Venus and Mars will be compatible?
My first thought before even reading the part about him being overseas and not meeting was this man is using you for citizenship. Funny how that is where my mind went and I didn't even have that piece of the puzzle.
