Do Scorpio men seek advice from their best friend?

I have been crazy about this Scorpio man for months and have known him for years. We are both older and have been through 2 failed relationships.. Our conversations flow like a river. both of us very comfortable and silly. I wrote him a letter a couple weeks ago expressing I would like more. No response. yet, his friend has made little comments about me bringing out the 'silly' in him. I haven't said a word at all to the friend, but I am thinking he may have told him something.. every time I see him, he offers me his food too. What should I make of this? His sun is Scorpio, Moon is Virgo, Venus is Scorpio and Mars is Leo. Now what?
That is good. But why then has he not mentioned anything to me or made a move if he likes me..

I have seen him a few times at his work.. He acts the same as he always has. offers me his food and is super sweet. sometimes a little sweeter than before.
