That's going to depend on who wrote it, and how well he or she can express themselves.
I used to write long letters, conveying the same thought, several ways. The motivation
behind that was the assumption that the reader might not quite pickup what I was
saying.
In order to convey an emotion through a letter cannot be simple statement.
"It's over, I'm sorry" is short and to the point, but at the same time, it leaves the
impression that the author never cared for the intended recipient to begin with.
At the same time, if it was "over", don't say you're sorry. IF you were truly sorry,
you wouldn't end it. A thoughtful writer will be careful to insert emotion icons or
explain comments that are left open to misinterpretation.
"It's over, I am sorry, just kidding.... well maybe" is messing with someone's emotions
and thus, their psyche. - IF you want to communicate an emotion, learn what triggers
such-and-such emotion in the individual you are writing to and use those words.
