Long Distance relationship with a Libra man, is it coming to the end?

Hi, I have been in a LDR with a Libran man for 2.5 years. I am a Scorpio. We have the most amazing times together and the biggest issue we’ve had throughout the relationship is not being able to see the end of the long distance. We have tried almost everything and the one thing that would end the distance is getting married so I can move over to be with him. He actually offered to do it in the beginning of the relationship as I had just graduated and would have to move home, a couple months before we planned to do it he freaked out and said he couldn’t do it. It’s 2 years later and we have just been flying back and forth, sometime living a couple months together. I have always been ready to jump in, wanting to close the distance as it is much harder for me. He keeps saying that he’s worried that we are too different and not sure we will be happy for the rest of our lives. He bought a plane ticket to come over and see me but then 3 days later told me he didn’t feel excited to see me after 6 weeks and just wanted to stay at home. I freaked out cause I was really looking forward to seeing him and this isn’t the first time plans have changed though it is mainly always due to his freelance jobs. We had a very long call where i was hysterical and refusing to break up. And the next day he said he still hadn’t changed his mind about not coming over. I didn’t reply his text for 4 days and he contacted me again asking to skype but I told him that if he needed more time and space he should take it. He said ok thanks and that was a good idea cause he is still up and down but doesn’t want to leave me hanging. What do you think the chances of us moving on and being stronger together are?
