Long story short: I feel all the feels and I am not comfortable with it because I don't know how to do it!! I don't like not knowing things!!!

Yeah, it's hard having to be the one that's open all the time but not getting that in return.
Hmmmm........Sometimes being open doesn't look the way as you would like (e.g. minimal words being expressed), but if you in the inner circle, a Scorp is "open" to you.
Verbal communication is extremely important to me. Granted, 70% of communication is non-verbal, but spoken words are still important. At least to me.

Contemplating the future contribute to wise contingency planning - you know where you've been, now you are here, and
your eyes scan the horizon of tomorrow.
It should make perfect sense. - When you walk down the street, you look ahead, determine your path. Your feet follow your direction and obey your commands. You see a stop sign a block away, you walk toward it, observing the garbage truck, the pothole, the kid on the skateboard, without thinking. As you pass each obstacle, you avoid the pre- considered hazards. Viola no problemo.
Life is the same way. No freaking out - it's the ones who do NOT think ahead that freak out when they get there.
I am reminded of all those people screaming OMG! OMG! on 9/11/2001. They didn't see it comin' and for all their ignoring the warning signs, the reward for their unpreparedness was their "freaking out" and a whole nation bought
into the BS that was fed to it.

But honestly I don't think Scorpios are confusing.
The evolved Scorps have a solid reason behind each one of their behavioral patterns.
They're also completely honest with you about everything.
I find this much less confusing than other people who never have a reason behind their behavior.
I find such people harder to understand and harder to deal with.
If you're confused about a Scorps behavior, you can just ask them why they're behaving that way and they'll give you this detailed and surprisingly profound justification for it.
On the other hand, say, a Sagittarius or a Capricorn might be amazing in every other way but doesnt even know why they're acting the way they are acting

I feel the same way. Scorp withholds and I feel like I am wilting up and dying. Starved out.
He withdrew with the same type of reasoning...what if this? or what if that?
He also said "I scare him" on more than a few occasions. If I understood him correctly, it is this feeling of vulnerability that made him uncomfortable. I don't know what I do to make him feel vulnerable but all I can do is just be me and he will either stay or go. He doesn't seem to want to go so I suppose there is some assurance by those actions.

The very best thing to do is to be supportive and have a "I'll take you at your worse" mentality IF you feel like you want him in your life. He maybe stuck in a spiral of feeling insecure. Just a thought.
Well, I've told him that I accept him; that I don't fully understand him but I accept him - all of him - as he is... Even if it frustrates the piss out of me on occasion.
And I also told him recently (after about three weeks of reaching out and not hearing from him) that "he was stuck with me". To which he immediately responded "I'm cool with it".

Well, I am guessing that is where the statement came from. Until that changes for him, you will get more of the same. As he feels your support and acceptance of who he is, flaws and all, you'll see less and less of it. If you're willing to ride it out.
