Scorp/libra first date

Well. They had met a month ago.
He is 27 y/old Scorp.
She is 22 y/old Libra.
They are good friends and they like each other apparently much.
I say being a Scorpio he confiding in her about his everything and texts her daily because school/work not always permits meetings in person.
Last night they had date and we're both happy as clams! I saw small video...
However I've asked are you considered to be in relashionships and she said...not officially yet but last night was a huge step!
Like when do you youth proclaim 'relationships'? Why is it such a long way to go? What else is needed?
And why so much 'work'!
And what I read here after all it fails anyway!

Libra takes a while
Titles, to me, mean nothing. Let it organically turn into a relationship on its own. I think both genders always worry about "what we are", instead of just letting it develop into it.
