Scorpio keeps coming and going

So this scorpio keeps popping up...randomly messaging me, throughout the years then disappears. It seems as though he wants to make plans or hints at something but nothing comes of it.

Gist of it is:

"Oh hey you, remember me?! My life is great, new job, new car. Oh i moved to this new place and always hang out at this spot btw. We should catch up. Lets talk for a while before I disappear again"

We never dated or are close. He's just an old coworker from yrs ago lol

Is this normal scorpio behavior? Sorry idk any scorps and im use to consistency hahah (not trying to offend)
