Have you met him in person? I don't know much about scorpio men but I do know for me that I find it easier to express my feelings through email, text and sometimes the phone.
Just...don't play games with him. Don't not contact him just because you aren't sure of what he feels. If he isn't doing any of that push/pull stuff and YOU do it you might ruin it.

In my experience, the scorp hard to open up thing you read about is BS unless they are not that into you. They are passionate so they go full force even when they consciously try to control it they cannot hide their emotions. So what you described of him saying all those sweet things are typical when they like someone. Not flirting.
#2 - Yes, they value HONESTY even if it's brutal lol
#3 - So, you told him you are talking to someone else and you have a dating site account. Then he replied he wants an open relationship lol. That's SOOOOOOOOOOOOOO typical of a scorp's response. He will mirror you and tell you he is pretty much at where you are (emotional and commitment wise) regardless how into you his behavior/feeling tells you until one day you tell him you only want him so he better not looking at another girl lol and then he will reply the same even though he was already commmited to you from the first moment he saw you.

You would be surprised that some men do not care for or need reassurances they just assume or don't care if you feel the same lol

Scorp men (the good ones) are sweethearts. Sometimes some of them may have a primitive kinda sense of humor lol so if he pisses you off sometimes just tell him to play with the words until you smile. Never be afraid of telling him what bothers you. They are sensitive and not sensitive in a way (strangely) but one thing I find them dear is that if they love you their heart is pure which is rare these days.

I could read more with those placements later but Just going off Moon Aries/Mars Sagittarius I'd hazard a guess that he's pretty awesome, seriously ! I am rarely biased nor do I joke much.

Probably unforgiving if you ever cheat on them or anything along those lines. I don't think they're as bad or mental as the generic placement descriptions online make them out to be, but it paints a pretty picture if you're into that sort of thing haha.
They're the Jack Russell/Terrier that bites you for fun of the Venus placements imo.

Capricorn Rising: Probably walk around with a face like a smacked arse but I've never found Capricorns to be dickheads so it's no doubt just a front.

Wow! Ur guy sounds A LOT like the scorp pursing me, his placements seem similar too mine scorp has a gemini mars and moon but a scorp Venus. He seems really sweet too, and I'm very cautious that he may become bored with me since he's coming on so strong. We met n a similar way also. Weird. I guess these guys are super in touch with their feelings. I like it. I just hope he's consistent.

Rising capricorn: in person he is probably quite, observes before he speakes, moon in aries, usually people with these placement lose atention at things very fast, they need to have interesting subjects around them all the time, sometimes they can be like 5 years olds, constantly needing attention. venus in scorpio: intense, deep, they don't take anithing litely, likes to talk about death, and all tabbo stuff, likes you or hates you, and can be obssesive about anything, ultimate soul connection with another person is all they are after. his mercury is important to see how he comunicates. And the first thing that will tell you is scorpio interested seriously in you is this;
Him: I need to talk to you about something
You: about what?
Him: you know important things like: what is your favorite color, favorite movie, what scares you, what makes you happy.
