"64% of female business travellers say they would not travel to destinations such as UAE....
looks like 64% of the ladies here are housewives.
It is difficult for commoners to differentiate between the various desert kingdoms and the prevailing news they get informs them predominantly of social progress of lack there of in the biggest one, KSA.
And news from there are mostly in line with this statement:
Women's rights in Saudi Arabia are limited in comparison to many of its neighbors. The World Economic Forum's 2016 Global Gender Gap Report ranked Saudi Arabia 141 out of 144 countries for gender parity, down from 134 out of 145 in 2015.

It's all gonna disintegrate in 10-20 years anyway and those pretty skyscrapers that need daily window washes lest the sand blocks out the view will get consumed by the desert.
