I have to comment on this. Being a Libra rising. The person that taught me the niceties and to please others was my Aquarius mother. So the answer to the question is not necessarily so. Libra is mainly here to learn how to relate and to balance. I do know some selfish and not so nice Libra although, there are other factors in the chart that may determine that.
