Like letting go of someone you love but you are not giving up on them just moving on? What does that even mean?

That the person moving on wishes things could be how they want with the other person, but it can't be that way at this time and but they still live them. Leaving the doors open for future possibilities.

If someone moves on, it means they're not in love with you. You don't walk out on someone you love unless they are really and truly bad for you. Sometimes love is not enough. But, first and foremost, you gotta love yourself before you can love another. And sometimes loving yourself means leaving a bad relationship. Bottom line: if someone leaves, let them go and think twice before taking them back. Going back to the same well twice rarely works out.

And yes, I have felt this way before. Break ups are super hard and ambivalence is part of the process of letting go and moving on. It takes time for the heart to detach from another person.
