I'm torn... but I'll go with Taurus.. they seem like genuine lovers to me and possess more Venus... while to me Libras can be genuine lovers but they know how to turn it off and on...
But my opinion though!!

Venus describes how we need to be appreciated, and how appreciated we feel. It describes our need to be popular; where Venus is (house), there will be an issue of popularity and how well liked we feel ourselves to be.
Then, Venus is able to fully indulge her reputation for love and grace in the sign of Libra. In Taurus, she emphasised her delight in the physical world and all its beauty;

I am dominant in Venus in Taurus but conjunction with other planets and I suffer sometimes because I tend to fall fast, but since we love taking our sweet time it can be over quickly.

I posted this thread after a visit to a hardware where I was choosing a chandelier with my mother, I realized that our tastes are so much different. My mother turns out to be Venus in Gemini. I thought she's Venus in either Aries or Taurus. I'm Venus in Libra... so I have heightened aesthetic abilities as what they say. My sister is also Venus in Libra. She's into arts and music... She has created several paintings already... and she's good.
Now, going back to the topic: most have answered the question in regards to love and partnership but almost nobody mentioned the arts.
I'm not into LOVE. It's cheesy or at least I haven't found the right one... so I'm more interested in reading what you guys think about the aesthetic abilities and tastes of either placements. You can also bring in Pisces Venus into the discussion if you wish (I changed my mind).

I vote for both.
As a Taurus, I am not as materialistic as the 'traditional' stereotypical Bull. I love art, theater, opera, jazz festivals, political plays, and film festivals.
My brother who is also a Taurus, was a grafitti artist in Brooklyn when he was younger. Now he is an architect. Same artistic vision.
My sister is a Libra, and we have a great deal in common in regards to the arts.
The only difference is our taste in music. She prefers artists like Rihanna, Drake, Lil Wayne, and etc.
I prefer D'Angelo, Bilal, Leon Bridges, Floetry....and blues, swing, funk, reggae classics, motown and jazz.
Libras are more social, Bulls are more introverted, so it appear as if Libra possesses all the Venusian traits.
With Bulls, it's there, trust me, our inner circle and the people that are the closest to us are the only ones to witness this.
I love Libras, personally. Every Libra I have encountered, I liked.

There are a lot of similarities...(BIG differences, but much in common.)
With comparing the arts with my Taurus friends/family (my experience only) they buy it, I create it. ?
So we both appreciate it in our own way.

If I wanna get a really nice charcuterie spread w/ beer flight pairings after a day of shopping for Red Wing boots and Japanese selvage denim, I'll hit up a Taurus.
If I wanna grab some chicken fried hard w/ mild sauce on the side & IPAs after a day of shopping for Oliver Sweeney brogues and a Goyard duffle, I'll hit up a Libra.
Either way, we'd end up getting drunk.
