I don't think I have ever fallen out of love.
However, growing distance may be when they realise it wasn't love in the first place, or, let love grow and fester into apathy.
I was almost over my libra when all I felt was apathy and hate for the way he behaved towards me, but he knew what to do at the last minute..
Or, when a bond between them and someone else is stronger than that between both of you. It is an attention taker, definitely. And both of you will be blessed because nobody likes to be second best. It's a signal that he's not for you.

The libras I know take their own sweet time to fall in love..
I don't think in their youth they know what love really is, because they are "in love" so often with beauty or their ideal image .. having a boyfriend/girlfriend does not mean they love them fully - it could be a process of self discovery, or just because (everybody has one, or they feel lonely, just testing.. etc.)
