Why is this even an issue in your life? I mean, the dude couldn't be a fulltime bf/partner even if he wanted to. There is physical distance because he live 90 mins away. Then there is additional distance because of his line of work. Then there's a lack of consistently because his service waivers. I don't understand this. Why not consider ALL of your options? Do you typically latch onto the first man who engages in convo w you? I'm not trying to funny or insulting. But I really think you need to THINK. And you two already brought your children around one another AND slept together yet you're still not on the same page? I don't get it. Move on is my advice. You want w relationship but have doubts. He doesn't want a relationship and is encouraging you to move on. That's crystal clear to me.
