Too late, he's already the creep to the OP and other women at work. That's his fault for not knowing how they come across to other people.
How she responded could have been more gentle but she's not wrong for asking.

I don't think OP thinks he's a creep? Or maybe I missed where she said that. I think she's brave for making the first move but I also think maybe the staring comment didn't serve her agenda.
He could also be in a relationship already. Not sure if OP mentioned if she knew if he was or not.
