Does it say, "there will be a war" meaning "you have no other choice but starting this war" cause Mars is in this or that sign?

If it doesn't work, than we will have to move on to something else. Simple as that, either way, we will need more money than that to get the economy going again. That packet change what went through the house and the senate is a far cry from what we really need unfortunately.
