It's a good question, and I can't pretend I've thought about it until today when I posted that quote.
You could argue Baldwin's transformation by the end of the film is very much into a Water Sign archetype. And you'd have to say the most obvious counterpart is his sister. On his death scene he essentially alludes to the fact they were never close but still loved each other. She takes a drastic decision with her son's life like a Scorpio, Baldwin sacrifices himself in the end like one, and she also has the illusory/betrayal qualities of a Pisces that doesn't feel free during the film.click to expand

True but to the point of an identity crisis and things are juxtaposed?
Really depends on which country you are talking about. For example, Beirut and Lebanon is a place where pan-Arabism will never thrive and religious conflict is a political tool. As a result, juxtaposition is inevitable, especially because people are tired of politicians.
If you went to somewhere like the Gulf, that would arguably be completely different IMO.
