This was my first thought, he's not over either his ex or the breakup or maybe even both. He was barely out of that relationship, let alone the breakup, when you two began dating 
He may have thought he was, and gungho over you etc. but it seems to me like he rebounded into your relationship thinking he was on his way to a new life w/ someone new
His family debt I'm sure does weigh on him, but his partying even moreso is a huge indicator imho that he's drinking to forget ... things.
