Yes, whatever degree your ascendant is in Taurus is the degree in Scorpio your descendant is, kicking off the start of your 7th house.
So, if your rising sign degree is late into Taurus, your 7th house is intercepted, so it will start with Scorpio and it will also have some Sag in it.
That's the case with my chart. My rising is 20 degrees Taurus, so my descendant is 20 degrees Scorpio. My 21 degree Scorpio sun is in my 7th house, and so are my 1 and 0 degree Sag Mercury and Neptune.
From what I understand, Neptune in the 7th house can sometimes mean a lot of idealism in one-to-one relationships. Sometimes that can mean the person might be prone to being deceived, but that isn't a given. I'm thinking that Neptune in Sag might help a bit with avoiding the deception problem because Sag is a truth seeker.
A person with Neptune in the 7th might draw/be attracted to partners who are Pisces-like a in a way -- creative, dreamy, emotional. And, with Neptune in Sag, Sag qualities - philosophical, optimistic, independent.
