Instead of telling you how to deal with it, which I think is going to be highly personal, I'll just say I think the fact that you care to understand yourself so deeply is an interesting and positive character trait that can lead to wisdom.
I am a scorpio with an aquarius rising and libra moon and I find difficult to understand my self and how I feel sometimes. I always feel conflicted whether I should speak or shouldn't speak or whether I should be alone or not, I want to know if any has the same combination as me here so the person can confirm and explain how he or she deals with it or anybody with good astrological understanding should explain why and how this happens and tell me some other details about myself to help me in the journey of evolutionclick to expand

My fiancé is also a Virgo sun/moon/Mercury.. This guy won't pursue you until he sees clear indications that you're interested and serious about your interest.
Considering he's shown liking for 9 whole years(!) he probably doesn't think you're into him at all. Just imagine if the roles were reversed, and you faced rejection for 9 straight years.
Don't expect him to just chase you to no end after that, you need to at least meet him half way. If you're as into him as you say you are, you'd put yourself out there. Also expect to be held at bay and to be examined if you do show interest.
True I don't like being held at bay and that's when I explode and call everything off but I think that's what he needs
