You can solve most police brutality by legislating it out of the system. But there is absolutely no way in the United States of 2017 that any binding legislation will be implemented that will remove law enforcement's powers of discretionary lethal force.
No matter which side of this argument you're on, if it were announced tomorrow that police will be severely limited in their abilities, you can bet there'll be plenty of late model luxury mommy wagons and soccer practice kid carriers on the road to a congressman's office. The only place you'll see more Audis and Infinitis will be at actual dealerships.
I'm actually surprised that given how aggressively police are trained in the US (which I surmise based on what the latitude the law allows them), taken with the population numbers, that more innocent people aren't shot than there already are. Unfortunately, there is really no way, in a country with a population well into the hundreds of millions, with a full-time police force that ranges from 800,000 to a million members, that some innocent person won't get shot unjustifiably by police. Especially in a country that, among modern democracies is one of the most violent, with a police force trained aggressively enough to fit the circumstances, even if quite imperfectly.
I doubt you'll ever have policing that won't make one or another racial, class, or special interest group especially upset.click to expand
